Jackie Clark is known among Des Moines concert fans as a volunteer who covers a lot of ground on a red scooter. What many of us didn't understand until I dug in to tell her story: She was a victim of forced internal displacement in the U.S. government's haphazard response to Hurricane Katrina.
Around 100,000 residents haven't returned to New Orleans, often because there are fewer places for citizens with physical and income restrictions.
